Resolutions or other substantive Security Council decisions can be adopted without a vote. “There is no difference in law between decisions taken in a voting procedure and those that, without a vote, are declared by mutual agreement or applauded by the President of the Council. On the contrary, the distinction is only a political distinction. In some previous cases, the adoption of a consensus resolution allowed the members of the Council, for whom the decision was sensitive to support, without being considered a favourable voice. In later cases, the purpose of adoptions without a vote in general was to signal the high degree of unanimity among the members of the Council behind a particular decision” (UNITED Security Council Procedure, 4. Ed. von Sievers, and Daws, 337). That is why, to my great regret, I agree with Russia, Syria, Demiran and (worse!). North Korea.

Sorry, guys! “Some people don`t even have the courage to say what they think.” Give yourself time to clarify why you want to work together / what are your common goals and often remember these reasons! It is often easier to reach consensus when one can agree on several different activities to achieve the agreed objectives – instead of trying to convince everyone else that their preferred path is the only option. Many people who fight for social justice have realized that a change in the way we make decisions is the key to achieving equality and freedom. A just society is one that reconciles the needs and desires of each with those of the closer community and the whole world. These are precisely the objectives of the consensus. If we build consensus within our groups, we exercise the capacity and attitudes we need to make society more egalitarian. And more than that! These groups could be the building blocks of something much bigger. Consensus has the potential to be exploited by much larger communities that wish to organize in a cooperative manner. Does everyone understand the same thing? If it has been written and then modified, you may need to rewrite it for clarity! Make sure everyone understands the different options used for consent/denial in your group. Often people are confused and block when they would really like to be by their side.

Sometimes people are afraid of blocking, when they are deeply unhappy and instead use a more lenient form of disagreement. Ask people what their problems are with the proposal and if they have any proposals on how to address them. Conversely, if someone explicitly opposes a decision, there is clearly no consensus. In the conclusions of the Special Committee for streamlining the procedures and organization of the General Assembly, which are attached to the Internal Regulations, it is desirable to adopt decisions and resolutions by consensus if it contributes to the effective and lasting resolution of disputes, thereby strengthening the authority of the United Nations” (A/520/Rev.18). Consensus decision-making or consensual policy (often abbreviated by consensus) refers to group decision-making processes in which participants develop and decide proposals for acceptance by all. The emphasis on preventing negative opinions distinguishes consensus from unanimity, requiring all participants to positively support a decision.
